London Road Local Action Team meeting minutes 23rd May 2023

Questions:

  • There is a issue with waste collection for the commercial bins, they collect them at 6-8 am, which is very early. 4 different properties, all residents on the same side.  
  • Francis street can hear the rubbish collection, at around the same time, residents have spoken to environmental health, re issue, there is no law against time of collections.
  • Why can’t this be done on London road? Answer: The road is managed by private/commercial collectors. It is a free for all, hard for council to manage.

Planning and licensing conditions:

  • There are licensing conditions to do with this. Licensing have been to talk to Alcampo manager. The residents haven’t been talked to in terms of any licensing conditions. There are other businesses: Tiger café, Film school etc. No one has had a discussion on timing for rubbish collections. These provisions got agreed a long time ago in planning – we presume.
  • Domestic rubbish collection, arrangements issues is not straight forward. Have spoken to environmental health and other residents. Lisa Lavia who is a local resident would be a good person to talk to, who is part of the Noise abetment society. Simon Banister suggestion.
  • Pound land deliveries, happen at 4am and take up to 4 hours and are not quiet.  
  • Open market, have a sign up for when the deliveries happen, which was between 7-9am. They are not being stuck to. This was a problem when it first opened it is on going. There is no communication between Francis Street residents and the Open market manager.
  • Action Point: Sue Shanks will ask question at committee- Bins or transport. This has been through licensing.
  • Action Point: Simon will email resident with the societies helpline, and this will clarify what the council and others response will be to this issue.
  • Action Point: Ask Lisa Lavia to come to next meeting and environmental enforcement involved also.

Speeding traffic in Kingsbury road and Rosehill terrace area:

  • The problem with original traffic scheme in place. Now it’s a muddle, between traffic wanting to get in and out. This needs to be access only ideally (Simon suggests as simple local solution).
  • The larger scale issue has been talked about a long time ago and will take a long time to put in place. The traffic is only part of the issue.
  • Before election it was talked about London road plan. Needing to have a plan for London road- planning idea in the council, this could be put together by residents and other groups.
  • What’s the next step?- It takes such a long time and a lot of money. E.g. Providence place.

London traffic situation:

  • People cut down Kingsbury street and go really fast on a residential street
  • Simon Banister solution: make it one way to make it an unattractive rat run.
  • Second idea is to have a whole plan to get the community conference together, looking at the whole of London road and the issues. Including what do people want and get people together.  It needs to be really thought about and a big meeting and touch every side of the community.
    • It will realistically be the autumn when this meeting can happen.
    • We have Katy Bourne booked to come to the LAT on 26th September
    • The people who need to be at the meeting are highways, transport, police, environmental health and traders etc who will know exactly what is going on and how to solve it, and ask questions to these people. These are all paid officers.
    • Donna Chisholm needs to be at this meeting, as director of culture, and transport too.
  • Action Point: Sue Shanks to email the resident who the officers are and will continue the conversation and copy them in.
  • Philip to pass on those who are interested in getting involved in the planning meeting and planning overall submit.

2. Minutes 14th Feb (still to be uploaded) and date of next meeting

  • Thursday15th June- 6:30pm

3. Policing 

  • Include what was happening in Abacus above in the minutes.
  • The PCSO’s have done a letter drop at Rosehill court as there was a issues with drug dealing etc. and Kingsbury road and ½ Rosehill terrace. They have not had anything back in response. This can be stretched it out.
  • Judi Lynn (JL) is meeting Andy Saville; Chief inspector. She saw a meat deal from supermarket recently for drugs.
  • This was reported immediately, waited a long time and took pictures etc. This is because it is being dealt with in Lewes. She is going to bring up the issue that phoning 101 is not working.
  • Report that comes in will put a resource to the issue and the patrols that are in the area. They are patrolling daily at the moment. 8am-11pm. In the report the details that the police want is as follows: descriptions, times, dates, cars etc. The police haven’t got the resources to deal with all the reports that they get.  They do the research and look into the ones that they do not get immediately and it will get looked at eventually. They know issues happen. It has been suggested that all the reporting is to be done online. This takes a long time to complete the questions.   • It is time consuming but worth doing.
  • Pride:
  • It is not police-led event. They will be there and present. Licensing teams and PCSO’s will be out however. They want to find out what the residents issues are surrounding the event.
  • Cath Prenton: “Numbers are not the issue. It has been noted by resident that teenagers are starting drinking very early etc.”
  • “They are not students, they are younger. They get carried away and end up passing out before midday. This is one of the biggest social issues with Pride now, and change over the years.”
  • The litter around the park area in resident’s back doors and on the verges.
  • PCSO’s have gone out on Operation Teepee: Test purchasing, which might be worth doing. Donna Lynsdale attends. Usually the test is for alcohol, but if they have failed the alcohol part of it, this means that they have also failed the tobacco too.
  • Case of contraband selling of tobacco; is the newsagent next to the post office, on London road, they only accept cash. It has been raided
  • The property across the road next to Fatto a Mano (former Hughies) is empty at present and the shop owner has recently got the lease for the ground floor of the building.

Action Point: PCSO to speak to licensing, PCSO might be working along side pride.

  • Speaking to licensing is still worthwhile doing.
  • Could be put forward as an idea.

4. Updates

  • a. Level- Engagement day July 8th large scale event.
  • Hannah Stevens PCSO will be taking over by operation safety. PCSO Liv Giuri- 6-8 weeks will take over the operations safety PCSO.
  • There is a meeting happening about the level 24th July. Due to the fair and how it was left after the fair. Ian Beard is answering questions.
  • b. Providence Place/Elder Place
  • Having on going meeting with Hazel Buck and Thethia.
  • They have appointed design consultants to put together a concept plan to look at.
  • Before this there is a plan to have a walk-about to see if anything has been missed.
  • This will be a event in the open air, in September, alongside mockups of what is going to be there.
