AGM

Continued meeting in two or three weeks if we run out of time in 6th Dec

  • Welcome to PCSOs and Council Officer Nesh Veerassamy (Lead on Graffiti Reduction Strategy)
    • Any comments, or items for a future agenda?
  • The PCSO’s noted that there were lots of issues around London Terrace tagging, drugs and graffiti etc. They will go back to base and look at their resources.
  • PCSO’s are also aware of the issues on the Greenway, and there have been some interventions in the area.
  • When there is graffiti on homes this needs to be reported, they will then go and have a conversation with the homeowner. If it racist or offensive the police will go to it.
  • The graffiti reduction team will go and check the property to see if the building is private or council owned. The team can get it cleaned off within 24hrs if offensive. Action point: PW to contact with Nesh on the specific incident.
  • PCSO’s urged the meeting to use the police website instead of 101 phone, then follow the links on the website. Not necessary to answer every irrelevant question.
  • Main agenda Item – Elder Place/ Providence Place regeneration scheme
    • It is a great pleasure to welcome Council Officers Thalia Liebig-Williamson (Project Manager) and Hazel Buck (City Regeneration Programme Manager,)
    • Presentation by above, the presentation is below:

Below is the recording of the meeting:

The timeline

The project will run from December 22- December 23

  1. It will start with looking at traffic issues etc that will be completed by March 2023.
  2. The project will then go out for consultation for concept design and be finished by the end of May 2023.
  3. Finalize the design by the end of next year.
  4. The money for this will partly come from the Safer street and Leveling up fund.
  • Q & A – discussion and contributions from the floor

Judy Lynn: Q: How does the money coming from the £1.2 million from McClaren fit in?

  • The money goes into the SIL pot and we will have to bid for this. None of which is guaranteed.
  • McClaren had a good meeting with them and are keen to partner with this.

Q: What other funds are there that we can depend on, other than the SIL money?

  • Need to make a case for this project, as others will contest for from the section 106 money.
  • Need to cost this project first and then bid for the money. There are sustainable areas of money.
  • The project leaders want to learn from their past mistakes, so feedback from partners and locals is so important. Tapping into how people use the space and improve behaviours and activities
  • 50% of the public realm money is ring fenced and we have 7 years to use the money. We wont get all the money needed but are hopeful of getting a fair amount.
  • To get the funding that is needed, it needs a neighborhood management approach. This consists of officers integrated in London road, involving residents, who need to be central to this being a success.
  • This is the beginning of the conversation. They are willing to share contact details.
    • Action point: Philip will share with those who would like these details
  • Planning
    • Planning Application Variation BH2022/03157

118-132 London Road. This appears to allow mopeds etc to wait along the shop frontage and potentially block the access for buses.

In addition, Nando’s will require some collections to be made from the front of the site in order to service the ancillary take-aways service that forms part of its operation. These collections would be between 11.30 and 23.00 hours, 7 days per week in line with the restaurant’s trading hours. Such collections will be made on foot, or by bicycle/motorcycle (see 2.3.5 to 2.3.7 of the new Delivery Service Management Plan).

  • There are concerns that if the bikes and lorries are parking in and around the building it will be dangerous for pedestrians and may make a mess. This pavement has recently been renovated.
  • This is a variation of the first plan to allow the bike parking.
  • We as a meeting see real problems to do with the parking.
  • OBJECTION to be put in.
  • Action point: PW to put in before closing date.

******** meeting was closed at this point to be resumed on Tuesday 6th December 2022
