  1. Minutes and date of next meeting

There were no minutes taken for the visit of PCC, and 12th September minutes are still in process. Next meeting dates is November 28th 2023

  1. Follow-up from visit of PCC Katy Bourne.

Shoplifting and retail crime.

  • PCC had spoken more about retail fraud than shoplifting proper, but was definitely concerned about retail and shopworkers.
  • PCSOs: we are aware of locations and also youth ASB within shops and shopping area. * add KFC to list of shops to visit
  • Comment: JL “immediate justice” seems like a good initiative. SB: it works rather like a driver being given the opportunity of an “instruction course” rather than going to court. People caught offending can repay to the community by painting, gardening etc. See also “restorative justice”
  • Note: meeting to address Graffiti and tagging November 21st. People can request tickets.
  • PCSOs are taking “Beach Hut” to London Road – to deter crime and show a presence.

(1a) introduction by Romy Adams – licence holder for the Signalman, Ditchling Rise, opposite London Road Station:

  • Staff have been assaulted by groups of children/youngsters. They seem to get off the train at LRB where there are no barriers or ticket checking. There was an incident with a self-harming girl. Police were called and attended, but seemed to take very little action against the girl who was witnessed as assaulting Pub staff. (PCSO comment – this appears to be unsatisfactory, and we apologise for what seems to have happened)
  • There have been two break-ins. The problems seem “relentless.”
  • Adult drug users come and demand to use toilets or have access to water
  • Security firm used is called “Resolve”
  • PSCOs: the PCSO for this area is PCSO Ben Drewswood, and we will put him in contact.
  • Reporting is very important to attract resources.
  • Other discussion; use of code for toilets – might be counterproductive. CCTV – none provided by the Landlords (Laine), SB says it could be made a condition of the licence by means of a community-led licence review.
  • Q; are these “children” Brighton-based? A: maybe not
  • Q: does Open House (Springfield Road) have similar problems? A: yes, similar.
  • Kassia: there are provisions and systems already in place to steer and support wayward youngsters.
  1. London Road “Red Route” – a meeting is planned with traders, early November

Q: can we publicize this with LAT funds? Answer from Treasurer: yes

  1. Abacus and London Terrace – current state and plans. Community Trigger

Roz: this all seems to be fairly quiet at the moment. Apparently the old manager has been sacked. The new intake of students seems more responsible.

Q: is there a right of way? A: nothing mentioned in the planning documents. No other record is to hand

Community Trigger (now know as “ASB incident case review”)

  1. Rose Hill noise and traffic

No update from Naz.

Kass: is this anything relevant to the Rose Hill. Answer: no.

SB is doing a positive project in the area around “greening” and planting.

  1. Providence Place/Elder Place– full update

Apparently not even in November. Further meeting to take place 1st November with JL and PW.

JL reminds of PCC’s funding of up to £5k for community projects

  1. Other updates:
    • – Level, Café

Level Communities Forum – no current activity that we are aware of. Policing has focused on “Operation Safety”

  • – LAT Chairs or similar? PW’s email to SB seems to have gone astray *PW to resend
  • – other issues? All had been covered in previous business
  1. Close at around 19:45
